The new ideas have been put forward by the Government and are aimed to devolve decision-making to a local level and could lead to very different rules across the country.
Simon Morris said that the consultation had created “more questions than it answers” and could open up legal challenges as well as create a business rates implication.
He added: “The devolution to local areas on how and where this is applied will create confusion for consumers, and competing towns that are geographically close could offer differing trading hours, leading to shopper dissatisfaction and, if poorly implemented, turn people away from the high street.”
